Streator City Council members are still figuring out what they want to do about sweepstakes machines. They’re like video gambling machines, except you have an option of paying nothing to play. You can also have one in your store if you have a criminal record.
The state isn’t enforcing gambling regulations on them, even though the state gaming board believes it has the authority. By some interpretations, the option of paying nothing to play makes a sweepstakes machine different from a gambling machine and therefore not covered by the law.
The City Council could still pass an ordinance regulating them and collecting an amusement tax.
