Iowa man still wants new judge in involuntary manslaughter case

Lawyers for the Iowa man convicted in the killing of an Ottawa man in 2017 still want a new judge to oversee the case.

An out-of-county Judge ruled last week that there wasn’t an actual conflict of interest with Judge H. Chris Ryan’s wife, Kala Ryan, being the court reporter.

Lawyers for 44-year-old Mason Shannon argue that Judge Ryan has a financial interest in convicting their client and therefore should remove himself from the case. The lawyers argue that having to pay Kala Ryan for the court transcript enriches Judge Ryan.

In a filing earlier this week, Shannon’s lawyers contend that there doesn’t need to be an actual conflict of interest, merely the appearance of one.

The filing argues that in order to maintain the integrity of the court in the eyes of the public, no judge in the 13th Judicial Circuit should be allowed to handle the case.
