The Ottawa homeless shelter opened for the season August 15. This year due to COVID 19 everything they are doing there has changed. Carol Alcorn is the Executive Director of Illinois Valley PADS or Public Action to Deliver Shelter. She says PADS needs donations and volunteer help more this year. Things have dried up somewhat because of the pandemic.
